I think this could potentially be a good thing however I think the penalty would need to come in the form of energy not health. and make a maximum of +1 so we would be talking:

+1 - 10 energy penalty

or something of the sort.

But +2 or +3 energy regen would just be too much...

Though you are talking about something that isnt really an attribute, and I think the balancing would be a nightmare, imagine an ele/mo win 70 or 80 energy (after the penalty) with 5 regen, plus blood ritual...it'd be pretty unstoppable.

I think this would be quite overbalanced with an ele since they can get their normal energy up to the 90s. Not to mention, a good ele doesnt take any damage during fights so health around the 350s is usually no problem for me. +3 regen is an extra 1 point of energy per second...

How about only 1 rune for energy regen? It would be a superior rune of +1 energy regen. No minor or major. Or not even call it superior.

Make it -10 energy penalty or whatever a fair balance would be. Or make it -100 health. Or make it no penalty and make it a super rare drop like superior vigor/absorption or rarer and 5000 faction to unlock. Just throwin' out ideas, no flames...

The only problem would be it would be max 100k at the rune trader because you can only carry 100k at a time and traders dont take ectos.
